Abstract

At present, China is undergoing an unprecedented reform practice.As one kind of capacity and resource,the public trust in government is inevitably washed by the tides of reform repeatedly:running away or reshaped.The key lies in whether our reform improved the characteristics and structure of the public institutions,and whether provided a solid and long-term institutional basis for the establishment，continuation,and promotion of the public trust in government.

First，from the perspective of conditions and logic that trust relationship es-tablished，points out that it is the logic of appropriateness the institutions itself has that makes the institutions play a fundamental role in the formation and growth of the public trust in government.On this bases，builds the relation mod-el of public trust in government and institutional characteristics，structure and performance，analyzes the connections among public trust in government，govern-ment role or function change,and institutional changes（innovations），lays the theoretical basis for the study.Second,establishes the preliminary evaluation system of public trust in government，and evaluates its status in our country-Fi-nally，provides advice on the institutions construction and innovation to enhance the ability of Chinese government gain public trust.
